Erro ao rodar APP Ionic no Device

Pessoal estou com problemas na hora de executar meu App no meu celular, fiz uma API REST para consumir no APP quando fui executar o app no meu celular deu o seguinte erro:

Pesquisando na web algumas pessoas resolveram esse problema instalando a plataforma 24 (android 7), mas mesmo depois disso continuo com o erro. Alguém sabe o porque?

só me passa pela cabeça que ou não instalaste ou simplesmente não aceitaste a licença quando instalaste

só vejo a solução de "enginheiro" : desista-la e volta a instalar mas agora aceita as licenças
