Alguem me pode explicar porque este algoritmo está a ordenar de forma decrescente?

        For i = 0 To Array.Length - 1
            For j = 0 To Array.Length - 1
                If Array(i) > Array(j) Then
                    Aux = Array(j)
                    Array(j) = Array(i)
                    Array(i) = Aux
                End If
            Next
        Next

Na tua lógica, tens o sinal errado.

        For i = 0 To Array.Length - 1
            For j = 0 To Array.Length - 1
                If Array(i) < Array(j) Then
                    Aux = Array(j)
                    Array(j) = Array(i)
                    Array(i) = Aux
                End If
            Next
        Next

Não deves identificar um array com "array".

Besides, a classe array possuí um método para ordenar:

System.Array.Sort(array)
